Introduction
This list is meant to serve as a resource for state officials, advocates, and other stakeholders interested in understanding how to reform their jurisdiction’s laws, policies, and practices to best implement and support viral hepatitis elimination efforts. This list of resources includes national, state, and local resources, as well as examples of programs, policies, and legislation that some states have already implemented in support of viral hepatitis elimination goals. These resources were selected to align with the Hep ElimiNATION Capacity Rubric. After reviewing your own jurisdiction’s grade and score for each indicator on the Hep ElimiNATION website, we encourage you to explore the resources included below that correspond with the indicators that you would like to improve for your jurisdiction.

State Viral Hepatitis Elimination Plan Development
The HHS Viral Hepatitis National Strategic Plan encourages states and local jurisdictions to develop plans to prevent and respond to viral hepatitis in their communities. The resources below have been provided to assist jurisdictions in developing their own viral hepatitis elimination plans (if they have not done so already) or updating their plans to ensure that they are in line with current best practices. Section A – “Guiding Documents and National Resources” – can help guide the elimination plan drafting process. These include resources about the current state of the epidemic and programmatic initiatives that jurisdictions can adopt to address its impact. Section B – “Jurisdictions’ Viral Hepatitis Elimination Plans” – provides examples of current state hepatitis elimination plans. The elimination plans highlighted in this section are a comprehensive list of all current state-level elimination strategies and several include examples of best practices and innovative solutions to address the epidemic.

Harm Reduction Laws and Strategies
Jurisdictions’ laws and policies that implement and support harm reduction strategies are a critical tool to reduce viral hepatitis transmission. Officials and advocates who are interested in making changes in their own jurisdictions’ laws can use these resources to shape new harm reduction legislation. Budget Allocation
The state budget is a critically important tool to help support viral hepatitis elimination efforts. The resources in this section provide tools to help state officials determine appropriate levels of funding for viral hepatitis elimination efforts. Improving Viral Hepatitis Prevention, Treatment, and Outcomes
To fully address the viral hepatitis epidemic, officials and community advocates must use a variety of tools, including prevention initiatives, constituent education, provider training, improved access to health care through Medicaid and within correctional systems, coalition-building efforts, and more. The resources in this section provide jurisdiction-specific examples of some of these efforts as well as ready-to-use educational and training resources. To the extent that the jurisdiction-specific lists include examples of existing programs and policies, Hep ElimiNATION recognizes that although some specific jurisdictions’ policies do align with the rubric and bring the jurisdiction closer to elimination, they are still not perfect.
Please note that almost all of the sub-sections below are tailored to include a curated list of resources and existing programs and should not be considered comprehensive. However, the sub-section titled “Enduring Collaborative Networks” is a comprehensive list of all of the jurisdictional and local coalitions and collaborative networks of which Hep ElimiNATION is aware so that stakeholders can easily connect with others in their communities already engaged in viral hepatitis work.

B.Jurisdictional Policies
Examples of state policies that provide universal, opt-out testing for HCV in corrections. Note: many of these states deny immediate treatment to incarcerated individuals based on their sentence length and could further improve their policies by providing immediate treatment and linkage to care in the community.
- Arizona – Arizona Department of Corrections, Rehabilitation & Reentry (2021) – While AZ corrections does follow a prioritization scheme that considers severity of liver damage to determine HCV treatment eligibility, their guidelines require all incarcerated persons with a confirmed HCV diagnosis to receive HAV, HBV, and pneumococcal vaccinations. This standard practice can aid in dramatically reducing the transmission of vaccine-preventable viral hepatitis.
- California – California Correctional Health Care Services Care Guide: Hepatitis C (2021) – CA’s HCV care policy for corrections focuses on identifying and treating all cases of HCV in state corrections in alignment with the AASLD/IDSA guidelines. It also outlines a policy for screening for and vaccinating against HAV, HBV, and other vaccine-preventable illnesses.
- Maine – Department of Corrections: Management and Treatment of Hepatitis C Policy (2021) – ME’s policy expressly states that evidence of current illegal intravenous drug use shall not automatically preclude someone from receiving HCV treatment.
- Vermont – Vermont Department of Corrections Health Services Policy and Procedure: Hepatitis C Virus Treatment Program (2021) – VT’s policy retests all negative persons in their correctional facilities for HCV every 6 months. Their policy also outlines a plan to screen those in pre-trial detention and link them to follow-up care in the community.

Improving Viral Hepatitis Surveillance and Data Usage
Accurate and timely surveillance data is necessary to ensure that policy and programmatic decisions are appropriate and directly responsive to the needs of communities. Section A – “National Viral Hepatitis Surveillance and Data Usage Documents and Resources” – is meant to help officials throughout jurisdictions consider how to update their surveillance systems and leverage surveillance data to inform programmatic and policy reform. This section also includes some national data resources. Section B – “Jurisdictional Viral Hepatitis Epidemiological Reports” – includes every current viral hepatitis epidemiological report for each jurisdiction of which Hep ElimiNATION is aware, where a current report is defined as having been published in the last two years. Section C – “Jurisdictional Viral Hepatitis Data Dashboards” – includes every available state hepatitis dashboard of which Hep ElimiNATION is aware, providing current information about the viral hepatitis epidemic in that state.
